Gerald R. Spencer, P.E. founded this firm in 1967 to provide Mechanical, HVAC, Humidity Control, Plumbing & Electrical engineering design plus construction cost estimating services as consultants to architects.   He incorporated his practice in 1971.  Gerald Spencer, P.E. has since been directly awarded multiple AE design prime professional contracts by the U. S. Army (CESWF & CESWA), NASA-Johnson Space Center (JSC), NASA-White Sands Test Facility (WSTF), the U. S. Air Force-Lackland AFB, the U. S. Department of State-Foreign Buildings Operations (FBO), the National Imagery and Mapping Authority-St.Louis AFS (NIMA now NMA), the U. S. Navy-Corpus Christi NAS, the City of Houston Aviation Department (HAS), The Methodist Hospital, M D Anderson Cancer Center, Exxon USA, the United States Postal Service (USPS), and many other private clients since 1968.   Gerald Spencer is the prime AE design contractor of record for more than 200 Federal Government facility construction projects that have ranged from $300,000 to $10,500, 000.00.  Gerald Spencer, P.E. is the Engineer of Record for more than 1300 Mechanical and Electrical projects in Texas, Louisiana, Florida, New Mexico, Alaska, Arizona, Illinois, Missouri, Mississippi, Colorado, Kansas, Tennessee, California, New York, Middle East, Pacific Islands (CNMI), Chile, India, Denmark, Barbados, and Nassau, Bahamas.   These projects have been located in Arctic, Desert, Coastal, Earthquake, High Altitude, Monsoon, High Humidity Climate, and Hurricane Prone areas around the world.  Gerald Spencer has at least one discipline professional engineering license in 26 of the 50 United States of America and one foreign territory.   Gerald Spencer, P.E. has prepared more than 200 final government construction cost estimates that were used in accordance with Federal Government Acquisitions Regulations for bidding and awarding of federal construction contracts.
