Technical Background
I have an extensive background in the physical sciences and mathematics: engineering and science degrees plus thirty years in the high-technology defense/aerospace industry. My forensic experience includes cases dealing with electric circuits, electric shock, lightning damage, electrically ignited fires, wire and radio communications, radio interference, cellular and wireless telephone technology, audio and video reproduction, surveillance and tracking systems, industrial machinery controls, traffic radar and lidar, automotive electronics, and other electrical and electronic equipment.
Legal Experience
I have contributed to a variety of legal matters based on electrical
and electronics technology including: electric shock, lightning
damage, defective electrical wiring, surveillance monitoring,
disputed recording tapes, acoustical audibility, radio broadcasting
interference, traffic radar, voice recognition, police laser
radar, pocket paging systems, electronic circuits, vehicle
accident reconstruction, telephone communication, and automobile
engine electronic control. I have provided site inspections,
field measurements, laboratory analyses, test reports, and
technical findings, with thorough documentation of results
and opinions. I have assembled crucial demonstrative evidence
in the form of photographs, tape playbacks, and demonstrations
of equipment in operation. I have worked on civil, criminal,
insurance, and patent cases, and I am experienced in giving
expert testimony. Recognizing that the best technical and analytic
skills are not evident without effective communications, I
have tried to develop the ability to reduce complex scientific
constructs and convey their essence for lawyers, judges, and
juries.
Industry Background
For the cases that get to the courtroom I have invariably qualified
as an expert in the physics or electronics applicable to the case. This
is due in part to thirty years of experience in the defense and aerospace
industry where I have analyzed the capabilities and limitations of advanced
systems for detection, tracking, communication, control, radar, sonar,
and electronic countermeasures for:

in the open professional technical literature, and I have written several
hundred formal technical reports bearing security or proprietary distribution
restrictions.

Rate Structure
I charge a uniform hourly rate, which includes all overhead, for any
consultation, field examination, technical analysis, report preparation,
deposition, or attendance at trial. This fee applies to all authorized
work on a case. Out-of-pocket expenses are billed at actual cost. For out-of-town
travel I customarily charge for only half the actual time spent in transit.
I invite litigants and factfinders to consult with me at no cost regarding
my ability to assist in resolving their cases that deal with matters of
electricity and electronics. Billing begins only upon work authorization.
Of course I expect any resulting invoices to be paid promptly.
My office is 10 miles east of center city Philadelphia. The available
road, rail, and air travel facilities enable me to incur minimal cost for
travel time, when necessary to work at your location or at the site of
an incident to be investigated.
